TELOS is not presented as an invisible policy wall. It exposes the declared purpose, the action observed, the score produced, the verdict recorded, and the evidence needed to review that result.

How the proof spine works

Declare the lane

State the agent's purpose, scope, relevant boundaries, and escalation policy in a reviewable Manifest or Purpose Anchor.

Observe the action

Capture the framework action at the integration seam and score it against the declared lane without changing the action result in passive mode.

Carry the proof

Record the action reference, verdict, provenance, and linkage needed for human review. Signing is claimed only where a signed record exists.

Current evidence boundary

The public claim is deliberately narrower than the roadmap. Evidence supports framework-native observation, action correlation, local scoring, and hash-linked receipts in the tested paths. It does not establish universal event capture, universal enforcement, live signing of every operational event, certification, or production readiness across agent frameworks.
